TÜBİTAK PRODİS company pre-registration guide: registering your company before a TEYDEB application
Last verified: November 5, 2026
TEYDEB, the TÜBİTAK directorate that runs its industry support programs, has registered companies once rather than per project since July 1, 2020: the company pre-registration (kuruluş bazlı ön kayıt). A company without an approved pre-registration cannot submit a project to TEYDEB programs such as 1501 and 1507. This guide explains how to do the registration in PRODİS step by step, what changed on November 2, 2026 and what delays an application, based only on TÜBİTAK's own guides and call texts.
What company pre-registration is and who needs it
TEYDEB, TÜBİTAK's Technology and Innovation Support Programs Directorate (Teknoloji ve Yenilik Destek Programları Başkanlığı), has registered companies once rather than per project since July 1, 2020. A company must complete the pre-registration to apply to the support programs TEYDEB runs.
According to the 1507 call text, capital companies applying to TEYDEB support programs must do the company pre-registration. A company already registered does not pre-register again; the registration stays valid as long as the company's details do not change and its financial data is up to date. But companies registered before November 2, 2026 must update their details in PRODİS through MERSİS.
You can pre-register at any time, and TÜBİTAK recommends doing it without waiting for a call to open. In a partnered project every partner company registers on its own, and the project cannot be submitted until all partners are registered.

Before you start: PRODİS account, authorized person and e-signature
Both the pre-registration and the project application happen in TEYDEB's PRODİS system. Everyone who will hold a role at the company, including the company user and the signatories who will sign, opens their own PRODİS user account from the “Yeni Kullanıcı Kaydı” (new user) tab at eteydeb.tubitak.gov.tr and activates it through the link sent to their email address.
The pre-registration is now done with the “Firma Kullanıcısı” (company user) role. If the company is not yet in PRODİS, only a person listed among its signatories in MERSİS can register it; limited authority is enough. When the registration is done, that person automatically gets the “Firma Kullanıcısı” and “Kuruluş Yetkilisi” (authorized signatory) roles. A signatory can later give another company user the “Firma Ön Kayıt İşlemlerine Yetkili Kullanıcı/Kuruluş İşlemleri” permission, or change that user. Users of the old “Firma Ön Kayıt Sorumlusu” role were moved to this permission.
The authorized signatory needs an active e-signature: the pre-registration, sending a project proposal, signing a contract and sending period reports all need the signatory's e-signature. An e-signature takes a qualified electronic certificate from a certificate service provider authorized by Türkiye's Information and Communication Technologies Authority (BTK).

A. Company details, partners, signatories and board
If the company is not yet in PRODİS, use the add “Firma Kullanıcısı” role link under Kullanıcı İşlemleri (user operations) to search by name, tax number or MERSİS number; if it does not appear, use “Arama Sonuçlarında Yok” (not in the results) and query the head office's MERSİS number. A branch's MERSİS number is never used. If the company is already registered, you update it with “Bilgileri Güncelle” (update details).
A.1 Company details: the details come from MERSİS. You only type what MERSİS does not bring: phone, email, website, KEP (registered email) address, postal code and the optional social media address. These must belong to the company, not to a person.
A.2 Partners: if the ownership details come from MERSİS you enter the percentages, and you add missing partners with “Yeni Ortak Ekle” (new partner). They must match the Trade Registry Gazette or the share ledger and add up to 100%. A Turkish legal entity is queried by tax or head-office MERSİS number and a Turkish individual by T.C. identity number; for a foreign legal entity you type the name, and for a foreign individual the name, passport number and share. For a publicly traded company you choose “Halka Açık” (public) and enter the total free float rate.
A.3 Authorized signatories: from the MERSİS list you select the people who will handle everything with TÜBİTAK and can represent and bind the company in the widest sense, with no monetary limit: at least one for sole authority, at least two for joint authority. No document is uploaded for them. If you select a person with limited authority or a power of attorney, you add them under “Diğer Kuruluş Yetkilileri” (other signatories) and upload the authorization document (signature circular, internal directive, notarized power of attorney or board decision) as a PDF.
A.4 Board members: members come from MERSİS; you choose each member's shareholding and insurance status and add anyone missing with “Yeni Üye Ekle” (new member). Then “Toplu Güncelle” (bulk update) and “Kaydet” (save) finish the basic details.

B. Financial data and SME size
After the basic details you switch to the Firma Kullanıcısı role with “Rol Değiştir” (change role). Under Kuruluş Ön Kayıt İşlemleri, “Kuruluş Mali Bilgileri Ekleme” (add financial data) first asks for the accounting period (calendar year or special period).
You enter the headcount and financial data of the last two finalized years, year by year. A finalized year is one whose annual corporate tax return has been filed; provisional tax periods are not entered. An independent enterprise enters its own figures; a partner or linked enterprise adds the partner's or linked enterprise's figures under the SME Regulation; a large company enters only its own.
Then you choose the size under “Kuruluş Türü ve Büyüklük Bilgileri” (type and size); an SME also sets its enterprise type and SME size (micro, small, medium or “KOBİ Ölçeği Aşan”, above SME scale). A company with one finalized year uses that year; one with no finalized year chooses SME or large under the SME Regulation.
If you find an error after entering the data, you fix it with “Güncelle” (update); if the last two years' data changes, you update “Kuruluş Türü ve Büyüklük Bilgileri” too.

C. The signatory and the e-signature
Once the financial data is in, the “İmzalayacak Kuruluş Yetkilisi/Yetkilileri Ekle” (add signatories) button opens. You pick the signatory and press “Ekle” (add) and “Kaydet” (save), and the request goes to the signatory for approval.
The signatory logs in with their own role, opens “Kuruluş Bazlı Ön Kayıt Onay İşlemleri” (pre-registration approvals), reads the Ön Kayıt Dilekçesi (petition), Taahhütname (letter of undertaking) and Muvafakatname (consent form), ticks “Okudum, onayladım” (read and approved) and e-signs with “Ön Kayıt Onayla ve TÜBİTAK'a Gönder” (approve and send to TÜBİTAK). If more than one signatory signs, each does the same.

D. No printed documents are sent
Since November 2, 2026, 17:00 the company pre-registration is fully online: no printed documents go to TÜBİTAK. Pre-registration documents that reach TÜBİTAK after that date are not considered.
Applications sent to TÜBİTAK before November 2, 2026 but not yet approved, and open revisions, are also completed online in PRODİS.

E. Approval or revision
If you select the sole or joint signatories that come from MERSİS, you upload no document; after the signatory's e-signature the pre-registration is approved automatically, without going to TÜBİTAK, and its status becomes “Ön kayıt yapılmış” (pre-registered).
If you name a person with limited authority or a power of attorney, you upload the authorization document to PRODİS; the pre-registration goes to TÜBİTAK for approval and its status becomes “Ön kayıt gönderildi, onay bekliyor” (sent, waiting for approval). If something is missing, TÜBİTAK opens a revision in PRODİS; you see its notes in the Kuruluş Ön Kayıt İşlemleri menu, fix what is missing and send it again with the signatory's e-signature.

Timing: the 1507 2026-2 call as an example
The 2nd call of 2026 of TÜBİTAK's 1507 SME R&D Start-up Support Program opened on July 20, 2026. Its calendar sets the company pre-registration deadline at November 9, 2026, 23:59 and closes the call on November 11, 2026, 23:59. Under the call text, November 9 is the last day to send the pre-registration to TÜBİTAK through PRODİS, and submitting a project proposal through PRODİS requires an approved pre-registration.
The 1507 call text (July 13, 2026) wants the pre-registration documents at TÜBİTAK at least one working day before the call closes, but since TEYDEB's announcement of November 2, 2026 no printed documents are sent, and documents arriving after that date are not considered. For this call, send your pre-registration through PRODİS with the e-signature by November 9, 2026, 23:59. If you uploaded an authorization document, the pre-registration goes to TÜBİTAK for approval, and submitting a project proposal needs that approval.
A company registered before November 2, 2026 does not pre-register again for this call, but updates its details in PRODİS with “Bilgileri Güncelle” (update details). If a system error prevents an application within the calendar, the call text asks for a petition to TEYDEB by the end of the working day on November 18, 2026; petitions arriving later are not considered.

The project team: ARBİS registration and CVs
ARBİS is TÜBİTAK's Researcher Information System. Under the project proposal form guide for the 1501 and 1507 calls, the project leader and every team member with a graduate degree must register in ARBİS at arbis.tubitak.gov.tr.
A staff CV form (Personel Özgeçmişleri Formu) is filled in for each person on the project: education from the latest degree back (institution, graduation year and, from the bachelor's level up, the department), work experience from the latest job back, and the person's tasks in the project's work packages. The project leader can be an employee insured at the company under article 4-1/a of Law No. 5510, a board member of a joint stock company or the manager of a limited company.
Under the 1507 2026-2 call text, a project whose team has no company employee with at least a bachelor's degree related to the project's subject can be rejected without going to reviewers. For employees with a bachelor's degree in another field, experience in the project's subject described in their CVs is also weighed.

Checking the e-signature and signing authority
In the project application of a pre-registered company, the company details in section A1 (Proje Ön Bilgileri, project preliminary information) are filled in automatically; you only add where the project is carried out and which authorized signatories approve it. The company user sends the section to the signatory for approval. The signatory approves it with their e-signature in the Proje Onay İşlemleri (project approval) menu and also e-signs the application undertaking (Proje Başvuru Taahhütnamesi) and the project leader authorization (Proje Yürütücü Yetkilendirmesi). Until A1 is approved, the “TÜBİTAK'a Gönder” (send to TÜBİTAK) button stays inactive.
Because proposals are sent with an e-signature, the 1507 call text asks you to check the e-signature's validity and to renew it if it expires before the call closes. If something in A1 changes after the approval, such as the project name or the project leader, the approval is withdrawn and the section goes back for the signatory's approval.
You update signatories whose authority has ended or changed with “Bilgileri Güncelle” (update details) under Kuruluş Ön Kayıt İşlemleri, through the MERSİS query; no printed documents go to TÜBİTAK. Without an authorization document the change is approved automatically; with one it goes to TÜBİTAK for approval. Do not leave this to the last days before sending a project; a new signatory also needs a PRODİS user account.

What delays or blocks an application
TÜBİTAK's guide and the 1507 call text warn about these points in particular.
Authorization document: selecting the sole or joint signatories from MERSİS needs no document; selecting a person with limited authority or a power of attorney means uploading the authorization document as a PDF, and the approval goes to TÜBİTAK.
Head office and branch: the pre-registration uses the head office's MERSİS number; a branch's MERSİS number is never used.
Financial data: without the latest finalized year, section A1 of the project application shows an error and the application cannot be made; the new year has to be added after every corporate tax return.
The signatory's e-signature: until the signatory e-signs with “Ön Kayıt Onayla ve TÜBİTAK'a Gönder” (approve and send to TÜBİTAK), the pre-registration is not complete; the same step is needed after a revision.
E-signature and authority period: an e-signature that expires before the call closes, or a signatory whose authority has ended, stops the project at the sending step.
Sources: Company pre-registration user guide (November 2, 2026), important reminder, sections 2.7, 2.10, 2.21, 2.22.3 and 2.25.1; 1507 2026-2 call text, section 6
After approval: financial data and company changes
A pre-registered company adds its missing financial data in PRODİS under Kuruluş İşlemleri every year after filing its corporate tax return. A company with missing financial data cannot apply to the support programs. The company user or a signatory enters the missing data under Kuruluş İşlemleri; the change is completed with the signatory's e-signature.
A company that had not filed a corporate tax return at pre-registration enters its financial data from the month after it files one. If the company moves from SME to large or from large to SME, you continue to the last step of “Bilgileri Güncelle” (update details), press “Kaydet” (save), then update the financial data and “Kuruluş Türü ve Büyüklük Bilgileri” (type and size) under the SME information note.
If the name, type, tax number, address, ownership or signatories change, you update them with “Bilgileri Güncelle” through the MERSİS query; no documents go to TÜBİTAK. A company with a supported project that merges or splits applies to TÜBİTAK with the documents the guide lists so the project can be transferred.

How getfund helps
getfund does not do the PRODİS pre-registration or the project application for you: your company's PRODİS users do those steps, and the authorized signatory approves with their own e-signature.
getfund matches your startup profile against open TÜBİTAK calls, alerts you through Radar when a new call opens and helps you draft answers to application questions, which you copy into the PRODİS form yourself.
Frequently asked questions
- Do I need a new pre-registration for every TÜBİTAK application?
- No. Since July 1, 2020 TEYDEB registers a company once; a registered company does not pre-register again or send documents for later calls. But companies registered before November 2, 2026 must update their details in PRODİS, and financial data is updated every year.
- Do I have to wait for a call to open to pre-register?
- No. You can do the company pre-registration at any time, and TÜBİTAK recommends doing it without waiting for calls. To make a call, send the pre-registration through PRODİS with the e-signature by the deadline in its calendar; for the 1507 2026-2 call that deadline is November 9, 2026, 23:59.
- Can I apply to 1501 or 1507 with a sole proprietorship?
- Under the 1507 2026-2 call text, only capital companies of SME scale can apply to the 1501 and 1507 programs. These two programs need a capital company such as a limited or joint stock company.
- What if the authorized signatory has no e-signature?
- Under the 1507 call text, the pre-registration requires an active e-signature, and the “TÜBİTAK'a Gönder” button stays inactive until the signatory approves section A1 of the proposal with an e-signature. Get the e-signature from an authorized certificate service provider in time and check that it is valid through the call's closing date.
- Does getfund do the pre-registration for me?
- No. Your company's PRODİS users do the company pre-registration and the project application, and the authorized signatory approves with their own e-signature. getfund helps you find the TÜBİTAK calls that fit you, hear about new calls and draft answers to application questions.
