The KOSGEB Girişimci Destek Programı guide: setup and growth support for new companies in Türkiye

KOSGEB's Girişimci Destek Programı (Entrepreneur Support Programme) supports newly founded companies in Türkiye, with priority given to the sectors the country has set as strategic. This guide summarizes who can apply, what the program pays for and how to apply, based only on KOSGEB's own pages.

Who can apply

For the setup support (İş Kurma Desteği), your company must operate in a sector KOSGEB supports and be between 0 and 1 years old.

For the business-development support (İş Geliştirme Desteği), your company must operate under one of these NACE codes: C-Manufacturing, 61-Telecommunications, 62-Computer programming, consultancy and related activities, 63-Information service activities (information infrastructure, data processing, hosting), or 72-Scientific research and development, and be between 0 and 3 years old.

Either way, your business needs to be registered and active in the KOSGEB database, with an up-to-date Business Declaration (İşletme Beyanı).

What you get

Setup support: a one-off, non-repayable grant toward company-formation costs, 10,000 TRY for a sole proprietorship or 20,000 TRY for a capital company, plus 10,000 TRY more if the founder is young, a woman, disabled, a veteran or a first-degree relative of a fallen soldier, paid over a 36-month window; plus staff-cost support equal to one month's gross minimum-wage cost for each of the three one-year periods your business keeps at least 360 insured working days.

Business-development support: up to 1,500,000 TRY toward staff, machinery, equipment and tooling, software, and outside services (training, consultancy, certification, testing and analysis, marketing, design and industrial-property costs), repaid at an 80% support rate over a 36-month project; the ceiling rises by 150,000 TRY for the same priority groups.

A separate interest or profit-share support on a working-capital loan of up to 1,000,000 TRY, covering 50% of the interest or profit-share rate, non-repayable over 36 months; only available to women or young entrepreneurs who score 50 or above from the jury, and cannot be combined with the business-development support.

KOSGEB does not publish a fixed application season for the Girişimci Destek Programı itself: both the setup and business-development support are described as standing support you apply for through e-Devlet once your company meets the eligibility rules, not a periodic call.
